The annual report of FE Commissioner, Shelagh Legrave has highlighted some concerns over the quality of oversight of subcontracting. The Commissioner claims that the economic climate is effecting learner recruitment levels for colleges and they’re more likely to turn to subcontracting to fulfil their contracts.
