This interesting article from Tom Bewick, Chief Exec of the Federation of Awarding Bodies take a critical look at the current apprenticeship system and its strengths and weaknesses and the reasons for the decline in starts. Interestingly he reports that in the Scottish system, which has the levy but still delivers frameworks, starts continue to rise! He also states that robust end-point assessment is the ‘jewel in the crown’ of the apprenticeship system and calls for gradual rather than wholesale reform of the apprenticeship system.
