There were some clear messages emerging from the conference which had a positive feel after some welcome budget announcements the day before. The main points related to ESFA announcements about RoATP, the apprenticeship register where the ESFA appeared to be listening and the call for greater flexibility for employers regarding the 20% Off-the-Job rule where they are not.
